Affecting Change in the International World: How Small Actors Can Manifest a Political Voice

As small actors have a limited number of resources or measures of hard power such as wealth, military power, territory, or even human capital, their significance or impact on the international stage can be limited. However, should small actors then be considered weak? Does their smallness automatically render them weak and unable to wield significant influence in the international world? Small actors have the capacity to use a variety of soft power and smart power approaches to affect change in the international world. Small actors can utilize any resources open to them to act creatively and interact innovatively to manifest their political voice and position themselves as leaders and key players in the international arena.
