Exploring E-Governance in Qatar, the UAE, and Saudi Arabia Through the Lens of the UN Index

This project explores the evolution and current state of e-governance within the three Gulf Cooperation Council (GCC) nations, initiating with the United Nations E-Government Development Index (EGDI) for comparative analysis. I contend that while the EGDI provides a baseline for assessing digital governance globally, it falls short in capturing the nuanced interplay of a country’s political and economic contexts, the breadth of its policies, and the actual effectiveness and user engagement of e-governance platforms. I suggest that assessments should go beyond broad metrics to incorporate the specificities of local conditions, ensuring a more meaningful evaluation and benchmarking of e-governance development level in the GCC states.
